It is a matter of supply and demand. The Republic of Singapore’s government, in efforts to curb pollution and congestion in a country the size of Chicago, moderates the number of new autos allowed for sale in the country. It also forces car buyers to pay 150 percent of the car’s market value for excise and registration duties, allowing the owner to drive the car for up to ten years before a renewal permit must be purchased.
